Effect of import taxes on financing aircraft in Russia, Issue 26 Dec 2002/Jan 2003

Russia has a large requirement for aircraft, but import taxes are restricting
the market. Aircraft needs to have a low value to be viable under the
taxation system. There are ways to reduce tax exposure, but few lessors
are willing to take the associated risk.
